Legislative Position Statement

OK-NARO supports legislation which provides for fair and equitable treatment of royalty owners. Whenever possible, we seek to work with producing companies and associations on issues of mutual interest, but when agreement is not possible then we will state our position firmly and advocate for royalty owners accordingly. We see ourselves as an organization seeking to ensure that royalty owners’ legal rights are respected and honored.

Jim and Sandra Stafford Endowed Scholarship Fund
University of Oklahoma

The Jim & Sandra Stafford Scholarship in Energy Management -- Oklahoma NARO Scholarship.

The establishment of the Stafford scholarship by Oklahoma-NARO is a validation of the partnership between royalty owners and oil and gas operators in the development and production of our nation’s vital oil and natural gas resources.

The OU Energy Management program not only provides a broad-based curriculum for those who will be dealing with mineral and royalty interest owners on a variety of corporate levels, it is also an  excellent course of study for future managers of family-held mineral trusts and royalty companies.

Do I “Register” Minerals?
Notice To Mineral Owners

Recently some of you have inquired about a recent mailing you may have received regarding a “Registration Notice” from the “Oklahoma Mineral Owner Registry”, a private entity.  This is a private entity and is not a part of the State of Oklahoma.  It references “State Records Division” and again this has nothing to do with the State of Oklahoma.  There is some language at the bottom of Notice that if  “..you fail to respond within 15 days, it may be assumed that you have sold your interest, and therefore your information will be removed from the database.”  Such “removal” has only to do with the private entity and has nothing to do with neither the State of Oklahoma nor the loss of your minerals.  Please understand there is no assumption that you have EVER “sold your interest” until a Mineral Deed or transfer document is filed of record in the respective County in Oklahoma.  ...Continue Reading Letter

Oklahoma-NARO Resolution

Be it hereby resolved that the membership of Oklahoma-NARO:

  1. Supports transparency in payment of proceeds;
  2. Supports standardization of check stub information;
  3. Supports release to the public of volume, price, value and deduction information reported to the Oklahoma Tax Commission;
  4. Supports incentives to pay oil and gas proceeds timely, and when proceeds are not paid timely, incentives for the prompt payment on interest on the proceeds;
  5. Supports the use of due diligence in the location of mineral owners for leasing of minerals and payment of oil and gas proceeds;
  6. Supports fair pooling laws that provide certainty and limit the rights transferred to those necessary to develop the minerals;
  7. Supports the requirement of good faith negotiations prior to the ability to file a force pooling action;
  8. Supports fair determination of surface damages in the District Courts of Oklahoma, with a right to jury trial if the matter can not be resolved;
  9. Supports the elimination of the escheat of producing minerals resulting from production proceeds being paid into the unclaimed property fund; and
  10. Supports retaining the ability for royalty owners to maintain class actions, where the court determines a class action is appropriate, for the collection of unpaid royalties and damages.
